What Virginia actually checks in a state inspection

The state publishes a fixed list of what a station inspects and what fails. Here is that list in plain English, plus the items shops recommend that are not on it.

A Virginia safety inspection is not a mechanic's opinion of your car. It is a pass or fail test against a published standard, run by a station licensed by the Virginia State Police. That distinction matters, because the difference between "this failed" and "we recommend this" is often several hundred dollars.

Here is what is actually on the test.

The inspection items

A licensed station checks each of these areas and marks it pass or fail:

• Brakes: pads, linings, drums, rotors, hoses, and the parking brake
• Lights: headlights and their aim, tail lights, brake lights, turn signals, hazards, and the license plate lamp
• Steering and suspension: play in the steering, ball joints, shocks and springs
• Tires and wheels: tread depth, sidewall damage, and how the wheel is mounted
• Glass and mirrors: windshield cracks in the driver's field of view, and required mirrors
• Wipers and washers: blade condition and whether the system clears the glass
• Exhaust system: leaks and secure mounting
• Horn
• Seat belts
• Fuel system: leaks and a secure cap
• Doors, hood latch, and floor pan

That is the list. If a recommendation does not map onto one of those areas, it did not cause a rejection, no matter how it was phrased at pickup.

Two numbers worth memorizing

Most arguments at the counter come down to these:

The shop recommendations are reasonable engineering advice. Neither is a legal requirement, and neither will fail your inspection. You are allowed to say "not today."

Things that are never inspection items

These get bundled into inspection conversations all the time, and none of them can cause a rejection:

• Cabin or engine air filters
• Fuel injection or induction service
• Transmission fluid flushes
• Serpentine belt replacement for surface cracking
• Battery replacement
• Wheel alignment
• Coolant flushes

Some may genuinely be due based on your mileage. That is a separate conversation from the one about your sticker.

If you fail

You get a rejection sticker that is valid for 15 days (plus the day of inspection). It puts no travel restriction on the car, so you can legally drive it to get the work done. Go back to the same station inside that window and the reinspection only covers the failed items; by regulation the station may charge at most $1 for it, and you get up to two of them. Miss the window or go elsewhere and it is a full $20 inspection again.

You are not required to have the repairs done at the station that failed you. You can take the car anywhere, including a shop you trust more, and return for the reinspection.
