What is a Virginia DMV stop, and how do you clear it?

A DMV stop is a hold a Virginia locality places on your record for unpaid car tax, vehicle fees, or parking tickets. It blocks registration renewal until you pay the locality, not DMV. What it covers, how to find out who placed it, and how fast it clears.

Short answerA DMV stop (DMV calls it a "stop" or a registration withholding) is a flag a Virginia city, county, or town places on your DMV record when you owe it money: delinquent personal property tax on a vehicle, unpaid local vehicle license fees, or unpaid parking citations. While it is on your record you cannot renew or transfer a vehicle registration. Only the locality that placed it can remove it, and it does so once you pay, usually within 24 hours.

Who can place a stop?

Any Virginia locality, through DMV's Vehicle Registration Withholding program. In the Richmond area that means the City of Richmond, Henrico County, Chesterfield County, Hanover County, and the surrounding towns and counties, each acting on its own accounts. Toll operators use a similar mechanism for two or more unpaid toll invoices.

What does a stop block?

• Renewing registration on every vehicle you own or co-own, for a tax or fee stop
• Renewing registration on the specific vehicle that was ticketed, for a parking-citation stop
• Transferring a registration

If you buy a new vehicle while a stop is on your record, DMV can issue a limited initial registration for up to 90 days so you have time to settle the debt.

A stop does not suspend your driver's license by itself, and it does not affect your safety inspection; the inspection station has no way to see it.

How do I find out who placed it?

DMV's renewal system will tell you a stop exists and which locality placed it, but DMV does not know the amount. Call or visit that locality's Treasurer's office (City of Richmond, Chesterfield County) or Department of Finance (Henrico County) and ask for the balance on your vehicle accounts. Have your plate number and your DMV customer number ready.

How do I clear it?

Pay the locality in full, or set up whatever arrangement it offers. The locality then notifies DMV electronically, and DMV's guidance is that the stop is removed within 24 hours of receipt of payment. After that you renew normally, online or in person.

Two practical notes:

• Pay the locality, not DMV. A DMV customer service center cannot take the tax payment and cannot lift the stop.
• Ask about all your vehicles. A tax stop covers every vehicle you own, so a balance on a car you sold last year can block the renewal on the one you drive today.

Why this catches people

Personal property tax bills arrive once or twice a year and are easy to lose in a move. Localities can also add a fee for the DMV stop itself on top of the tax, penalty, and interest. Most people discover the stop when the online renewal fails a few days before the decal expires, which is the worst possible time. If you have moved within Virginia in the last two years, it is worth calling your old locality before renewal season.
